It is a whole process with several moving parts in the background. In the state of Virginia, you have to pull permits— not just for structural changes but for full roof replacements. So there are permits for tear-offs, new installations, and new roofing materials.
Permits are not required for smaller roof repairs in Virginia Beach, such as those resulting from storm damage, which is why that process is often quicker.
However, Hampton Roads does not require permits for residential re-roofing. However, you do need permits to replace the roof decking, the material under your shingles. So you can see how different localities can make this process really complicated, really fast.
